English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to support their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in Kent announced its property management strategy included the sale of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities recently also found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a white paper outlining those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
